At 10:00 a.m. on April 21, 2010, Mr. Sang Guowei, Vice Chairman of the National People's Congress, led an inspection group for the major and special science and technology projects to visit Simcere. Major projects for innovative drugs are established on the basis of the state’s medium and long term development plan for science and technology, and their main purpose is to effectively prevent and control major diseases and drive the development of the state’s drug industry. 

Academician Sang Guowei, together with the inspection group first visited Simcere Medicine Research Institute, and conducted the site survey on the research and development environment of Simcere. Mr. Ren Jinsheng, the chairman of the board of directors of Simcere introduced the project of phase II of this Institute and its research and development layout nationwide. Later, Yin Xiaojin, the senior vice president of Simcere and the president of Simcere Medicine Research Institute responsible for the research and development, reported to Academician Sang and the inspection group the Simcere’s investment on research and development, current progress, and projects under research and major and special projects assumed by Simcere.

During the communication, Mr. Ren said, “The main concept behind these projects lies in that it brings the confidence for the domestic drug enterprises and embodies the state’s high concern on the research and development of innovative drugs. The implementation of “One Thousand Elite Program” of the state also creates an advantageous condition for introducing overseas high-end talents. For enterprises, the “soft strength” in the field of spirit is most important in conducting the research and development of new drugs, and we shall have the confidence enough to conduct the independent innovation”.

Academician Sang stated that when he saw the development of Simcere today, he was deeply touched, and Simcere, an enterprise full with vigor, made a good impression on him. The investment of Simcere on research and development was huge, and especially the construction on talents was very impressive. The introduction of high-end talent ensured that Simcere had sufficient strength in the development of new fields. For the whole environment, currently, the state attaches high importance to the drug innovation, and recognizes that any delay is not allowed for developing the innovative drug, and identified the biological drug industry as one of six large emerging industries. For the drug enterprises in the domestic market that paid attention to the research and development, the best opportunity was the present. Chinese enterprises need a high starting point, keep up with the latest international trend, and thus, they could see better chances. At last, Academician Sang gave some advice to Simcere, and he thought that except investing a lot of resources on innovation, the enterprise should thoroughly recognize the risk behind innovation, and made certain achievement on the process improvement of generic drugs and some large varieties of drugs, and by such combination of new drugs with old drugs, the sustainable development of enterprise could be guaranteed.

While leaving from Simcere, Academician Sang said that Simcere was an enterprise with good prospects, and its further development space in future was wide, and he wished that the development of Simcere would be more rapid, and Simcere would have more innovative drugs.
